On June 2nd this year, the Regional Comprehensive Economic Partnership (RCEP) celebrated its one-year anniversary of full entry into force for 15 signatory countries.

Since the implementation of RCEP, member countries have implemented tax reductions on their imported goods under RCEP as planned. With the continuous release of policy dividends by RCEP, economic and trade exchanges among member countries have become increasingly active, playing an important role in the high-quality development of regional economy.

As of May 30th, in the past year, enterprises have declared imports of goods under RCEP to Guangzhou Customs for 6.13 billion yuan, enjoying tariff preferential treatment of over 100 million yuan, mainly including hot-rolled steel plates, engine parts, etc; The enterprise has applied to Guangzhou Customs for over 20000 RCEP certificates of origin, and after approval, the exporter has independently issued more than 1000 declaration of origin. The cumulative value of export benefits is 5.3 billion yuan, mainly including ceramic products, plastic products, shoes, etc.

Data shows that in the first four months of this year alone, Nanjing Customs issued a total of 38300 RCEP certificates of origin, a year-on-year increase of 11.80%; The value of visa exported goods is 10.928 billion yuan, ranking first among the national customs. It is expected that related enterprises can enjoy tariff preferential treatment of 164 million yuan from other RCEP member countries. Jiangsu Province's enterprises enjoyed a preferential import of RCEP worth 6.885 billion yuan, and enjoyed a tariff discount of 160 million yuan, with a year-on-year increase of 24.42% and 36.95%, respectively.

In the export field, the tariff benefits brought by RCEP help enterprises stabilize overseas customers and explore global markets.

On May 23rd, Nantong Mingkang Composite Materials Co., Ltd. applied for the RCEP certificate of origin from Nantong Customs, a subsidiary of Nanjing Customs, for a batch of glass grilles worth about 120000 yuan. With this certificate, the enterprise can enjoy a tariff discount of nearly 6000 yuan in the export destination country of Australia.

On May 26th, under the supervision of Zhaoqing Customs under Guangzhou Customs, a batch of cleaning agents, grease sprays, silicone grease sprays, spray films, and lubricants were successfully exported to Japan. With the RCEP certificate of origin issued by the customs, this batch of goods can enjoy a tariff discount of over 8000 yuan.

Not only do exports enjoy more benefits, but the RCEP dividends in the import process continue to benefit enterprises.

In the first four months of this year, Ensk Investment Co., Ltd., located in Kunshan, Jiangsu, imported goods worth 194 million yuan from the Japanese market. Under the guidance of Kunshan Customs under Nanjing Customs, it directly enjoyed a tariff discount of 2.994 million yuan, and is expected to enjoy a tariff discount of nearly 10 million yuan for the whole year. Liu Jing, the person in charge of company customs affairs, said that this has played a crucial role in saving the company's procurement costs and improving the profit margin of downstream products.

The approved exporter system is one of the highlights of the implementation of RCEP. Enterprises that have obtained the qualification of an approved exporter shall have the same legal effect as the certificate of origin issued by customs when issuing a declaration of origin independently.

Nanjing Customs has implemented precise measures to deepen the implementation of the approved exporter system. In the first four months of this year, it guided 46 enterprises in Jiangsu to successfully obtain approved exporters, and the number of independent certificates of origin issued by enterprises increased by 2.32 times.

Guangzhou Customs implements a synchronized cultivation plan for certified operator (AEO) enterprises and approved exporters, helping enterprises enjoy the dual benefits of "AEO+RCEP".

Qingyuan Guangshuo Shoes Co., Ltd. is a customs AEO senior certification enterprise with an annual output of over 15 million pairs, and its products are exported to RCEP member countries such as Japan and South Korea. The manager of the company's foreign trade export department, Zhang Haiying, stated that after becoming an approved exporter, the company has independently issued 339 RCEP declaration of origin, with a value of over 37 million yuan and a cumulative tariff discount of about 600000 yuan.

According to relevant personnel from Guangzhou Customs, in order to help enterprises fully utilize the advantages of RCEP policies, Guangzhou Customs conducts policy lectures to enterprises through various means, providing one-on-one special training on policies such as rules of origin, export visas, and approved exporters for key enterprises.

Yuan Fang, Deputy Director of the Tariff Department of Nanjing Customs, stated that in order to further facilitate enterprises to enjoy RCEP benefits, Nanjing Customs will continue to promote reform measures such as intelligent verification of certificates of origin, paperless declaration, and self-service printing, focusing on the bottlenecks and difficulties that enterprises face in RCEP benefits, and continuously improving the utilization rate of RCEP rules.
